i'm paul chambers. icy roadways lead to an accident involving an officer. aisle have that story coming up. it's a big day for the giants and one of the team's best known former players in court. and another night of negotiations on capitol hill. a government shutdown is looming ahead.

good morning, thank you for waking up with us on this friday, april 8th i'm pam cook. looking forward to the weekend weather forecast. how does it look steve paulson? >> it will look much better. we have isolated showers today especially down toward the south bay. gave us a lot to report of hail. most ever us have moved to the south. right to san jose and campbell. there is snow in the higher elevations. a couple of morning showers it could be brief and heavy. it will be an okay day. here is sal. steve, right now highway 4 traffic looks good coming up to the willow pass grade. traffic continues to look good if you are driving on interstate 680 driving from concord to willow state. it is wet. we have unusual road conditions. there has been a major crash on a major bay area freeway in san jose. paul chambers is there. he gives us more details.

>> reporter: a lot has happened in the last half hour. we had a temporary ice storm. we had ice, freezing rain, whatever you want to call it. it's been happening within the last half hour. it stopped. it all caused an accident earlier at 880 is now open. 880 northbound earlier. an officer was involved in an accident. the officer stopped to help someone that was needing assistance on the side of the roadway. while the officer did that, a car came out spun out and struck the officer. the officer was taken to a nearby hospital where he is suffering from nonlife threatening injuries. he may have a broken leg. we did talk to chp. we will have that information coming up. it was strange and crazy for 15 minutes. freezing rain came down causing problems on the roadway. the roadway is open now once again. we will hear what happened to the officer coming up at 5:00.

i'm paul chambers ktvu channel 2 news. thunderstorms, hail, and a tornado some wild weather did roll through the bay area yesterday. the national weather service confirms a weak tornado briefly touched down in rockfield. in fairfield its the storm dumped an inch or two of hail. it coated cars at a local dealership along interstate 880. rooftops were white. it looked like a town in the sierra. >> my family is from the east coast. the only time i have seen the snow or anything like this is when we travel back east. we were going to take a picture of the rooftops. they have snow on them. will the pay area see more wild weather? steve paulson will have a complete look at the forecast coming up in a few minutes. mother nature also

delivered unexpected weather to the sierra. coming up at 4:50. we will check in on the road conditions. in news from overnight a sushi restaurant in hayward is damaged by a fire. two alarm fire started just after 1:00 this morning at the naked fish restaurant. firefighters reported heavy smoke when they arrived on the scene. the fire started in the kitchen. the hayward fire department has not released anymore information on any injuries. at 8:30 this morning jury deliberations begin in the barry bonds' perjury trial. yesterday closing arguments took place. prosecution wrapped up its case by calling the former giant slugger deceitful. the defense called their case a complete failure of proof. both sides did a good job of making their case to the jury. >> you is never quite tell.

the case is ending like it started. very, very close. both sides trading punches. >> king also tells us he doesn't expect a quick verdict and jurors could have some disputes which could take deliberations into next week. today the world champion san francisco giants return to at & t park for opening day. the first pitch will be thrown out at 1:35 this afternoon. it marks the start of a six- game home stand beginning with the st. louis cardinals and ending with the dodgers. yesterday last minute preparations were coming together. >> the whole city caught giants fever. after they won i can only imagine it will get bigger this year. >> it's all predicated on the giants and their success going forward.

>> the giants will be honored for their world series win with a pregame ceremony starting tomorrow evening when they get their world series rings. the gianting are adding extra police patrol. that's all in response to what happened to giants fan stowe. this season the team is bringing back a program where the fans can notify park security when they are worried about their security. send a text message to 80899 include the word security and give the location of the incident. congress has just hours to come up with a spending plan to avoid a government shutdown at midnight tonight. after meeting with congressional leaders at the white house again last night, president obama says progress has been made but that difficult issues remain. the president canceled a scheduled trip top indiana today says he expects to hear

from lawmakers this morning that they have figured out a way to avoid a government shutdown. >> remaining issues are extremely narrow. having said that i have been to this podium before, i have been out speaking to the press before, and i said we have narrowed the issues and we have. but the sad part about it we never get to the finish line. >> yesterday the republican lead house passed a bill to keep the government working for one more week and the military funded through the end of the year. but it contains cuts that the democrats oppose. and president obama has said he will veto it if it makes its way to his desk. and overnight fatality on the cal train tracks will not cause delays for the morning commute. cal train says an adult man was hit and killed on the tracks near 25th avenue at 1:00 in the morning. 62 people were on the train at

one time. the tracks were closed in both directions for an hour. cal train says this morning's operations will not be impacted. this mornings fatality comes a day after they proposed a series of service cuts. including eliminating the baby bullet line, closing three stations, and increasing base fares by 25 cents. now they are asking its staff for other ways to close the gap. 4:38 is the time. let's check in with sal for a look at traffic this morning. >> good morning, pam. traffic is doing well around the bay area. they have opened 880 in the south bay. that whole area is open. so traffic is moving through again. you might be a little bit careful. it's wet in the south bay.

let's start off and take a look at the east shore freeway. traffic looks well. right now we are looking good here driving up to the mccarthur maze and this mornings commute looks good in the bay bridge toll plaza. today is the giants home opener. you may want to be aware of that as it starts at 1:30 and over at 4:00 or so. a lot of people coming in for that and leaving the city after the game. this is a look another northbound 280 we talk about how it was wet in the south bay. the traffic will be light but be careful as you drive there. steve, what is the weather like for opening day today? >> is there something going on today? >> i don't know. it will be mostly sunny partly cloudy it will be cool but dry. just bundle up. it's not going to be very warm but it looks like everything will be on the northern edge of this system. it continues to give us a few showers but nothing like we saw

yesterday. give this system credit. we had a lot of reports of hail. through the east bay, hail at my castle yesterday as well. and now down toward san jose. that's where one of the strongest cells san jose campbell you can see how the radar lights up. there is still reports of hail and brief heavy rain. cold rain too. some of that has turned to snow. 30s on the temps you can see where the clearing is taking place. concord livermore. as you get toward that system a little closer they still have clouds and in the 40s. really, really impressive. see how that drives up and carves itself out. this will be your weekend. the high is building in. what is the good news? the good news is we rebound south. tomorrow will be really, really cold. it will be chilly and breezy

today. we will see this system head to southern california. san rafael will be 5,859 which is a thousand degree grieves cooler. chilly sun clouds. morning showers. breezy and after that we are looking good for warmer weather. but the morning will be cool again on saturday morning. >> everybody is entitled to a few typos. pacific gas and electric is hinting they will pull out of a state settlement. they agreed to the deal after pg&e could not come up with all of the records for its gas pipeline system after the san bruno explosion. but the utility doesn't want questions about its past practices to come up at a public hearing set for monday. critics say the $3 million fine is not enough punishment for pg&e. a rare event is set to take place in the pay area today. crews will blow up the former

good morning, we do have some showers down toward san jose. hayward, fremont, this is now drifting into los gatos. highs will be in the 50s. sunny, chilly, and breezy. at least three people died and 130 others injured after that biggest after shock yet from last months deadly

earthquake in japan. this is new video shaking an office. take a look at that. many people have already been living without power but this latest after shock is causing even more outages with 2.5 million households in the dark. no news problems have been reported at the crippled nuclear power plant. toyota will start production. the 18 factories were shutdown shortly after last months earthquake and tsunami. now toyota says work will resume at all of its factories. the production will still be limited. steps of thousands -- tens of thousands of california school kids may be unsafe in their classrooms. state regulators have failed to enforce the earthquake safety law. the report sites several dangers at schools including

dangerous lights, poor welding, and fire alarms that don't work. schools are also accused of evading the law with sloppy recordkeeping. democratic lawmakers are painting a picture of what california could look like if the legislature is forced to take an all cuts approach to solving the budget deficit. they raised the prospect of closing some university of california campuses and shortening the school year. they accused democrats of using fear tactics to scare the public. a new report from the san francisco city controllers office shows the cities budget deficit will continue to grow if something isn't done about the spiraling public employee health and pension cost. according to the report the projected budget deficit for

the upcoming fiscal year now stands at $306 million. that increases to $480 million for the 2012-2013 fiscal year. a new twist in the man accused of kidnapping jayce dugard. phillip garrido did not testify in court. outside court garrido's public defender raised issues about the makeup of grand jury. >> before you plead to the sheik, it will be unethical of me not to look at every possibility. >> the judge set an august 12th trial date. and in san jose, two former college athletes have been cleared in an alleged gang rape

four years ago. the trial jury found no negligences on the part of the defendants and they don't have to pay any damages. the young woman that filed the suit was asking for $7.5 million. police say just before 8:00 yesterday morning the two-way radio communications went down. for nearly two hours officers could not communicate with dispatch or with each other. police say they implemented a backup system. dispatchers had to call patrol sergeants on cell phones who then sent at officers out on call. >> we are trying to be patient. but we also want to make sure we get it fixed and stabilitied in the radio system. >> mayor jean quan says oakland is in the system of installing a new digital system. economists warn if the federal government shuts down later today, it could hurt the still fragile housing market.

they say people counting on fha mortgages could have their loans delayed. private lenders would be unsure whether to approve loans that need federal endorsements. they said a delay of more than a few days could have a broader impact. a change of heart by muni about that bus driver caught on camera texting behind the wheel. the idol hopeful that was eliminated last night.

after she said she pulled the bus over to take care of a family emergency. but then after seeing the video muni says that was not the case and she was driving and they will fire her. only on 2 more drivers are crossing bay area bridges without paying tolls. more than 1.2 million drivers went through tolls without paying. they have wracked up an average of 66 violations each and have more than $5,000 in unpaid fines. toll agency has actual collected $2.6 million more through penalties than it would have if the drivers paid the tolls in the first place. >> the numbers based on the millions and millions of cars that cross the bridges each year are fairly small but it has been as i say on the plus side of the ledger. >> the toll authority says the overall violation rate is less
